Professor Vladimir Tikhomirov — President of Moscow State University of Economics, Statistics and Informatics (MESI), Chief editor and founder of E-learningWorld Magazine (Russia) — first Russian magazine on e-learning.

Vladimir is the leading specialists in automated management systems in industry, from 1974 to 1988 he managed the development of more than 350 projects in this area.

He was the founder of Open Education system in Russia.

In 2003 Vladimir became Chairman of Expert Board of the State Duma Education and Science Committee.

Annually over 20 National and International conferences on problems of e-learning and open education are held under his supervision.
