Valentin Z. Garkusha is vice-director of join-stock company CAD System Research Center (CAD SRC) and the member of The E-learning and Distance Education Council of State Duma.

When Valentin Z. Garkusha was the director of “Ankey/Education” he headed the work of the group which became researching of distance learning in 1997.

Experimental distance learning of IT-staff was organized by the group in 1999. It took place in 7 regional departments of Central Bank and Sberbank. V. Z. Garkusha became director of the company “Virtual technologies in education” in 2000. The company is creator of the system of distance education “Prometeus” (SDO “Prometeus”).

Today SDO “Prometeus” has localization in English, French, Ukraine, Kazakh, Uzbek and used by corporations, universities (more than 60) and schools in Russia and abroad.
