In 1985 professor Burenin was a member of the government group of the USSR experts engaged in reforming management of foreign economic relations of the Soviet Union and giving the rights to Soviet enterprises of direct access (without intermediaries) to foreign markets with the view of carrying out export and import operations. As a result in 1986 the decree of the USSR Government on abolishing the state monopoly on foreign trade in the USSR was adopted which served as the beginning of market reforms in the USSR. In 1987, professor V.A. Burenin, entrusted by the Government, was engaged in the reform of training personnel for foreign economic activities and suggested an idea of establishing the first in the USSR professional business School for training the executive personnel of Russian enterprises in professional management and market economy. At the beginning of the 1988 such a school of business was set up and got the name “Higher Commercial Management School”.

Professor Burenin was appointed its Rector. In 1988 prof. V.A. Burenin started active cooperation with European and American Foundations on the development of managerial and business education to strengthen the relations of educational centres of Russia with the largest training centres of Western Europe and the USA . allowed to considerably speed the development of marketrevorins in Russia, as such associations as EFMD (The European Foundation for Management Development) and AACSB (USA) are Tremendously experienced in training managerial personnel for market economy. In 1990 prof. Burenin became the founder of the Russian association of Business Education and its first President. In 1998 prof. Burenin was elected academician and Vice-president of the Russian Academy of Economics, Finance and Law. For ten years of Russia’s reforms prof. Burenin has prepared and training a new generation of managers and businessmen holding highly posts in the Government of Russia and heading largest Russian Companies.
